Well the Tribunal is still down after like 2 years and most of the time you only get banned with automated 5 game chat restrictions or waiting 10 minutes before every queue.
I actually leave every 1/15 or so of the games i play because either real life problems or my team just makes me rage quit or i get ganked 10 times in 5 minutes and rage quit because of that. I haven't even gotten a warning yet.

According to eune.op.gg it says i might get promoted 2 divisions if i win my series. I'm gonna be so mad if this is not true.
